From the ruins of our towns and cities in Gaza, we send our heartfelt appreciation to all those who stood with us and mobilized during the latest Israeli massacre. In the occupied West Bank, Israel has embarked on one of its largest illegal land grabs in decades by confiscating another 1000 acres of Palestinian land to expand its illegal colonies. Now, our battle to hold Israel accountable for its fresh war crimes and crimes against humanity has begun. The outcome of this battle to end Israeli impunity will determine whether Israel’s latest assault will be yet another stage in Israel’s “incremental genocide” of Palestinians or the turning point that will bring an end to Israel’s status as an entity above the law—the world’s dangerous pariah. The outcome of this battle depends on you.

Two months after its 2008-09 massacre in Gaza, Israel’s prize was an upgrade in trade relations with the European Union. By 2012, western powers in cooperation with the UN Secretary General had effectively prevented all investigation by the United Nations and the International Criminal Court (ICC) into the war crimes and crimes against humanity that Israel committed during the attack.

During the most recent massacre, on August 2nd 2014, three days after the occupation forces bombed the designated UN humanitarian shelter in Jabalya refugee camp, killing 20 civilians and wounding at least 150 people as they slept, the US Congress approved $225 million in additional military aid to Israel. The following day, the occupation forces bombed another UN shelter in Rafah killing ten civilians and injuring dozens. Also during the massacre, Germany sold Israel an attack submarine with nuclear capability, and Britain refused to freeze its arms sales to Israel. These and other forms of criminal complicity from world governments and official bodies pave the way for Israel’s ongoing genocidal attacks. It is up to people of conscience and all those who seek peace with justice worldwide to make sure this complicity ends now.

We urge you to stand with the Palestinian people in its entirety and to demand that Israel be held accountable for the war crimes and crimes against humanity it has committed and continues to commit against the Palestinian people everywhere. We urge you to intensify boycott, divestment and sanctions (BDS) campaigns to further isolate Israel economically, militarily, academically and culturally.

Intensify BDS against Israel in all fields, including by taking the following actions:

1. Working to have arrest warrants issued against Israeli war criminals and for them to be tried before your courts.

2. Pressuring governments to impose a comprehensive military embargo on Israel.

3. Pressuring governments to suspend all free trade and bilateral agreements with Israel until it complies with international law.

4. Building effective direct action against Israel and Israeli companies, such as the inspiring Block the Boat actions that prevented Israeli ships from unloading in California and Seattle, and the occupations of Israeli weapons company Elbit Systems’ factories in the UK and Australia.

5. Working within trade unions to raise awareness about Israel’s regime of oppression and engaging in effective BDS measures such as stopping handling of Israeli goods, divesting trade union funds from Israel and complicit companies, and boycotting complicit Israel trade unions. The trade union movement has a proud history of successful campaigning against apartheid in South Africa, and the Congress of South African Trade Unions has joined Palestinian trade unions in calling for trade union action to end Israel’s impunity.

6. Holding to account those corporations and retailers that support and profit from Israel’s regime of occupation, colonialism and apartheid, including by boycotting their products and taking creative and direct action. Naïviteit tekent het debat over ons dekolonisatieverleden, Klaas Stutje 20-1-2014

 

Foto’s in vuilcontainers, berichten over bloedbaden op Bali en onthullingen over generaal Spoor en kapitein Westerling deden ons de voorbije maanden eraan herinneren dat het dekolonisatiehoofdstuk van Nederland nog op zijn besluit ligt te wachten. Ruim 64 jaar na het vertrek van de laatste Nederlandse militair van Indonesische bodem – nu betrokken burgers en veteranen aan het einde van hun leven staan – komen er weer oprispingen op van Nederlandse misdaden tijdens de twee ‘politionele acties’ in Indië. Zoals één van de veteranen in de NRC zei: ‘Wat je nu op televisie ziet in Syrië, wat mensen elkaar aandoen, dat deden wij ook. Zo was die oorlog. Daar is men in Nederland niet van op de hoogte.’

Die laatste opmerking zal een welkome ondersteuning geweest zijn voor de directeuren van drie gerenommeerde historische instituten die de regering in juni 2012 opriepen geld vrij te maken voor een grondig onderzoek naar ons dekolonisatieverleden. Daarin moeten ‘de controversiële kanten van het militaire optreden in de gehele periode 1945-1949 opnieuw in kaart worden gebracht’. Op zich verdient deze oproep steun, niet in de laatste plaats omdat het Nederland dwingt dit verleden onder ogen te zien. Helaas is ze ook van naïviteit overgoten.

Want is dat wel zo? Zijn we niet op de hoogte van wat er gebeurde? Al vanaf de eerste dagen van militaire actie in de voormalige kolonie waren er getuigenissen van oorlogsmisdaden door Nederlandse soldaten gepleegd. Reeds in 1947 was in Nederlandse kranten als De Waarheid over ‘moordpartijen’ op Celebes te lezen, ‘die alleen maar te vergelijken zijn met die van de Moffen op zijn ergst’. Massale demonstraties in Nederlandse steden in datzelfde jaar, duizenden ondergedoken dienstplichtigen en een dertigtal overgelopen militairen bewijzen dat wie wilde weten over wandaden, kón weten.

Ook in de zeven decennia na de dekolonisatieoorlog hebben voortdurend rapportages, nota’s, boeken en getuigenissen over excessief geweld in Indonesië het licht gezien. Deze berichten werden echter stelselmatig tegengewerkt. Een vluchtig overzicht van zeven decennia aan onthullingen: in 1952 schreven de sociologen en Indië-veteranen Van Doorn en Hendrix in hun manuscript ‘Ontsporing van Geweld’ uitvoerig over misdaden op basis van materiaal dat ze tijdens de dekolonisatieoorlog verzameld hadden. Ze kregen het stuk pas in 1970 gepubliceerd. In 1969 deed veteraan Joop Hueting een boekje open over zijn ervaringen, maar zijn verhalen werden politiek onschadelijk gemaakt door een officieel onderzoek onder leiding van historicus Fasseur, dat liever sprak van ‘excessen’.

In hetzelfde jaar gaf de beruchte kapitein Westerling toe dat er op grote schaal standrechtelijk was geëxecuteerd, maar ditmaal bleek geen omroep bereid het interview uit te zenden. ‘De sfeer in het land was te gespannen’, zei de cameraman later. Toen de gerenommeerd historicus Lou de Jong in 1988 in delen 11a en 12 van ‘Het Koninkrijk der Nederlanden in de Tweede Wereldoorlog’ sprak van oorlogsmisdaden door Nederlandse militairen in Indonesië, werd hij hard aangevallen door een boze veteranenlobby. Dezelfde veteranen en het Openbaar Ministerie daagden bovendien in 1993 romancier Graa Boomsma voor de rechter om een vergelijking van Nederlandse militairen met Duitse SS-ers. En tenslotte blokkeerde premier Wim Kok in 1995 excuses door Beatrix aan Indonesië, wederom onder druk van veteranen. Een recent artikel van Egbert Dommering in de Groene Amsterdammer geeft een goed overzicht van het lot van de diverse voorgaande pogingen om ‘de controversiële kanten’ in kaart te brengen.

Een onderzoek naar de vuile kanten van de dekolonisatieoorlog van Indonesië kan niet losstaan van de vraag wie deze misdaden zolang onder het tapijt hebben willen vegen. Onderzoek moet gedaan worden naar de vraag wat het ‘excessen’-beleid van hogere legeronderdelen en diverse ministeries is geweest. Daarnaast moet aandacht besteed aan het politieke klimaat in Nederland dat er voor zorgde dat deze misdaden zonder consequenties bleven. Welke rol speelden veteranenorganisaties, de Telegraaf en Elsevier in het debat? Wat was de positie van politici van met name de PvdA en KVP, en onderzoeksinstituten als het RIOD/NIOD, het KITLV en historici van de zogenaamde Leidse School? In ieder geval moeten de drie onderzoeksinstituten die nu voor nieuw onderzoek pleiten, zich beseffen dat een neutrale eindevaluatie van de dekolonisatieperiode onmogelijk is en dat ze zich in een langlopend politiek gevecht mengen.

En er zijn meer adders onder het gras. In het artikel van de onderzoeksinstituten in de Volkskrant schrijven de auteurs op de hoogte te zijn van de gevoeligheden die leven onder met name Indische Nederlanders en veteranen. Deze gevoeligheden betreffen de traumatische Bersiap-periode van 1945-1946, toen diverse Indonesische strijdgroepen gebruik maakten van het machtsvacuüm kort na de Japanse capitulatie en een hervestiging van de koloniale macht trachtten te voorkomen. Enkele duizenden burgers – (Indische) Nederlanders, Chinezen en Indonesiërs - kwamen daarbij om, soms tijdens gruwelijke moordpartijen. Deze episode is een onlosmakelijk onderdeel van de dekolonisatiegeschiedenis die serieuze aandacht verdient. Tegelijkertijd moet men zich beseffen dat de Bersiap-periode dikwijls wordt aangehaald als een directe aanleiding, en daarmee impliciete rechtvaardiging, voor het Nederlandse militaire ingrijpen een jaar later.

Er schort nogal wat aan deze redenering. Behalve dat het een wel erg directe koppeling van gebeurtenissen is – minstens zo belangrijk waren politieke, geostrategische en economische overwegingen tot ingrijpen – leidt het tot een gevaarlijke depolitisering van het debat. Zoals bij het conflict tussen Israël en de Palestijnen vertroebelt een redenering als ‘waar er twee vechten, hebben er twee schuld’ de discussie en leidt het tot een misrepresentatie van de machtsverhoudingen. Bovendien kan het de oorlogsmisdaden aan Nederlandse kant, en de jarenlange afdekking ervan in Nederland zelf, geenszins rechtvaardigen.

Ook de opmerking in het stuk van de onderzoeksinstituten dat er aan Indonesische zijde nu pas ruimte is ‘voor een kritische benadering van het eigen verleden, voorbij de clichés van eensgezind heroïsch patriottisme’ geeft te denken. Het is waar dat een bonte verzameling van nationalisten, communisten en islamitische groepen het tegen de Nederlanders en tegen elkaar opnamen. Ook is het waar dat de officiële geschiedschrijving onder Sukarno en Suharto weinig ruimte liet aan interne politieke strijd aan Indonesische zijde. Maar tegenover het cliché van heroïsch patriottisme staat het veelgehoorde cliché van de doos van Pandora die open sprong, nadat het Nederlandse en Japanse gezag verdwenen was. Het past in een beeld van de koloniale periode als een tijdperk van rust en vrede, en de naoorlogse periode als tijdperk van chaos en anarchie. Dat in die chaos militaire excessen plaatsvonden lijkt dan een voordehand liggende conclusie. We moeten echter niet vergeten dat de strijdgroepen het eens waren over het vertrek van het koloniale gezag, en, wederom, dat oorlogsmisdaden aan Nederlandse zijde hiermee niet te rechtvaardigen zijn.

Het is niet gezegd dat de onderzoeksinstituten in bovengenoemde valkuilen zouden stappen, als ze het onderzoek inderdaad zouden uitvoeren. Ze moeten zich echter ook beseffen dat het lot van een publicatie pas in het publiek debat erna bepaald wordt. Bovengenoemde standpunten zijn in het publieke debat nadrukkelijk aanwezig. Als men wil voorkomen dat het onderzoek slechts een nieuw voorbeeld zou zijn in de lange reeks bijna-doorbraken in het Indonesië debat, moet men zich daarop bedacht zijn.

Voorlopig blijft het echter speculeren. Voormalig VVD-minister Uri Rosenthal gaf direct aan geen extra geld vrij te maken voor onderzoek. Van onthulde foto’s van executies was hij niet onder de indruk. Hij zei, onbewust de historische klokkenluiders ondersteunend: ‘Deze beelden bevinden zich al jaren in het publieke domein’. Ook minister Timmermans, die als Kamerlid vóór het onderzoek had gepleit, hield de hand op de knip. Hij richt zich liever op de toekomstige betrekkingen met groei-economie Indonesië, dan op het traumatische verleden, zo zei hij tijdens een staatsbezoek aan Indonesië. Bovendien was er volgens hem geen draagvlak onder ‘de Indonesiërs’. Graag ga ik in een volgende bijdrage in op de vraag welke Indonesiërs hij hier bedoeld kan hebben. Het is in ieder geval een illustratie van het feit dat de weerzin om Nederlandse oorlogsmisdaden onder ogen te zien onverminderd groot is en dat het dekolonisatiedebat – al wordt ze doorgaans niet hardop gevoerd – in hoge mate gepolitiseerd blijft. Het is naïef te denken dat een eindevaluatie daar verandering in aanbrengt.
